		<description>This misguided initiative will only damage relationships with hunters &amp; landowners.  Respected access is open access!  Expected access will result in loss of access!

Nonresidents will feel the bite of I-161 with a 43% increase in elk licenses and a 61% increase in deer licenses.  Both will also experience a annual cost increase.

This very fact jepordizes Montana very succesful &quot;Block Management&quot; program.  The author of this initiative bases his assumptions that all nonresident license will sell every year, even at this hire price.

Idaho raised their license fees last year resulting in a loss of revenue.  In this economy license increases the size of the ones listed above will surely backfire in Montana as well.

The net result of this initiative could be loss of hunting access, both private and public on block management; and a Fish &amp; Game department short of dollars to operate.
